Are you currently appointing new agents? We are proactively seeking appointments with agencies that have a significant amount of Small Commercial business.

What type of agency is your company looking for? Agencies with the ability to write general and specialty lines of commercial business. Illinois North of I70 to I80 is a target growth area for St. Paul.

What are your premium volume requirements? We are currently asking for a $500,000 premium volume commitment in a one-year timeframe for all-lines appointments and a three-year timeframe for limited (one or two business lines) appointments.

Are you currently doing any niche-marketing program? Not at this time.

What is your company's most aggressive line of business? Small commercial is a target market. St. Paul considers small commercial to be any Mainstreet Business (BOP's for Retail, Office, Wholesale, Service) and Advantage (includes light manufacturing and heavier class codes). Small Commercial eligibility is based on risk characteristics and size of account.

Do you currently download/upload with your agencies? Yes.

What methods do you use to distribute your insurance products? St. Paul writes only through independent agents.

What do you think makes your company different, or stand out from all the rest in Illinois? Why would an agent want to contract with your company? St. Paul is known for its underwriting and claims handling expertise. We are entering our 150th year of being in business, a claim only twenty-four Fortune 500 companies can make.

If we had agents agree to sell homeowners policies with actual cash value endorsements, would you write more business in southern Illinois? N/A

What are the major ways in which you are interfacing electronically with your agents today? Are you pleased with the results? St. Paul has state-of-the-art technology. St. Paul's Agency Resource Center, a secured internet web-site, provides information on contracts, incentives, commissions, billing, claims, policies, applications, product and services, and contact information which is customized to each agency. Our agents are very pleased with the electronic exchange of information.

Additional Comments: St. Paul's premium volume is almost 500 million in Illinois, which is part of the company's Central region. The majority of our business in Illinois is underwritten in our Chicago office. Small Commercial underwriting for Illinois is located in Denver. The company grew 25% in 2002 and we expect to grow in 2003 in all of our core business areas.
